Business Inspections Moratorium in Azerbaijan Likely to Be Extended Until 2027

Azerbaijan is moving to extend the suspension of most business inspections as part of its broader strategy to improve the country’s entrepreneurial environment and reduce administrative pressure on companies.

Proposed amendments currently under discussion in parliament would prolong the moratorium on inspections in the business sector until January 1, 2027. The measure is aimed at preventing unnecessary interference in commercial activity and encouraging the development of small and medium-sized enterprises.

Lawmakers note that while the moratorium will remain in force, a limited number of inspections will continue. These include tax audits, food safety and quality controls, public health checks, and inspections related to the safety of pharmaceuticals and medical products. All other forms of inspections will remain prohibited during the extended period.

Officials argue that the policy has already delivered tangible results. By reducing on-site inspections and shifting oversight toward electronic and risk-based monitoring, authorities have significantly lowered the regulatory burden on businesses. According to available data, the number of in-person inspections conducted by tax authorities has declined nearly fivefold in recent years.

The initiative, backed at the highest level of government, is designed to save time and resources for entrepreneurs while improving transparency and predictability in state oversight. Businesses also retain the right to challenge unlawful or abusive inspection practices through the prosecutor’s office or the courts.

Azerbaijan first introduced the inspections moratorium in November 2015 as part of a wider package of reforms aimed at improving the business climate and attracting investment.

The proposed extension signals a continuation of this policy approach, emphasizing regulatory stability and administrative efficiency as key tools for economic growth.
