Azerbaijani Businessman Arrested in Voronezh

VORONEZH, August 18, 2025 — Russian security forces have detained Yusif Khalilov, a prominent Azerbaijani businessman, diaspora leader, and owner of the largest market in Voronezh, local media outlet Mash reported.

Authorities allege that Khalilov paid 330,000 rubles earlier this year to obtain a falsified medical certificate that would exempt his son from military service. Part of the money was allegedly transferred through intermediaries, while 100,000 rubles were sent directly to a bank card.

On July 1, a special police unit searched Khalilov’s home and reportedly discovered incriminating evidence on his phone. The businessman has refused to testify and denies any wrongdoing.

Khalilov now faces charges of bribery, which could result in a prison sentence of seven to twelve years. Russian outlets also report that he may face deportation following his conviction.
