Prices for used cars in Azerbaijan could surge next year as tax breaks on hybrid imports expire.
The State Customs Committee reports that 37,183 hybrid vehicles worth $733 million were imported in the first eight months of 2025. That’s up 175 percent in volume and 89 percent in value compared with the same period last year, when 13,504 cars worth $387.9 million were brought in.
The average price of an imported hybrid fell to $19,715 this year — down 31 percent from 2024, when the figure stood at $28,750. Analysts link the boom to exemptions on VAT and customs duties, which made hybrids more affordable and encouraged renewal of the country’s vehicle fleet.
But those incentives will expire on January 1, 2026. According to economist Akif Nasirli, prices for new hybrids could rise 15–20 percent, not only from VAT but also higher logistics, customs fees, and dealer mark-ups.
“People will turn to used cars instead, which means their prices could climb by around 20 percent as imports of new models decline,” Nasirli told Bizim.Media.
