U.S. Senate Democratic Whip Dick Durbin (D-IL) and Senator Thom Tillis (R-NC) have put forward a bipartisan resolution urging the release of Azerbaijani economist and academic Dr. Gubad Ibadoghlu.
The resolution calls on the U.S. Department of State to prioritize Ibadoghlu’s well-being, denounces restrictions on academic freedom and peaceful expression, and encourages continued support for peace efforts between Armenia and Azerbaijan. It also notes that Azerbaijan’s efforts to strengthen its international image – including through hosting global events such as the Formula One Grand Prix – will be more credible if accompanied by progress on human rights.
Durbin said the initiative reflects America’s longstanding role in supporting democracy worldwide. “As a U.S. Senator, I have urged the release of political prisoners in many countries, including Dr. Gubad Ibadoghlu, who has been detained in Azerbaijan due to his anti-corruption work,” he stated. “I am glad to partner with Senator Tillis on this resolution.”
Tillis, co-chair of the Senate Human Rights Caucus, emphasized the importance of timing. “With the Formula 1 Grand Prix bringing international attention to Baku, this is an opportunity for Azerbaijan to demonstrate progress on human rights by releasing Dr. Ibadoghlu and moving away from practices of political imprisonment,” he said.
The resolution also acknowledges recent steps toward peace in the South Caucasus, while underlining that sustainable progress requires addressing concerns over detentions and rights issues.
The measure has attracted bipartisan backing, with Senators Bill Cassidy (R-LA), John Fetterman (D-PA), and Tim Kaine (D-VA) joining as co-sponsors.
Dr. Ibadoghlu, a respected economist and civil society activist, has been held since 2023 on charges that international organizations have described as politically motivated.
