The official website of the U.S. Congress has published the text of a draft bill proposing the removal of restrictions on assistance to Azerbaijan.
According to the document, since gaining independence the Republic of Azerbaijan has remained a reliable ally of the United States and its partners, providing significant cooperation in both military and civilian spheres.
The bill notes that Azerbaijan has demonstrated a commitment to peace in the South Caucasus, stating that recognized borders and territorial integrity have been formalized through a peace agreement reached between Azerbaijan and Armenia.
In this context, the draft legislation proposes repealing Section 907 of the Freedom Support Act and removing the related provision from the law.
Section 907, adopted in 1992, restricted direct U.S. government assistance to Azerbaijan, citing concerns related to the Nagorno-Karabakh conflict. Over the years, the provision has been the subject of debate in Washington, with critics arguing that it no longer reflects regional realities or Azerbaijan’s role in U.S. security and energy cooperation. Since 2002, successive U.S. administrations have regularly issued waivers to partially suspend the restriction on national security grounds.
The bill was introduced to Congress on December 9 by Democratic Representative Anna Paulina Luna.
