Trilateral Working Group on Regional Transport Stalled Due to “Lack of Trust,” Says Pashinyan

YEREVAN, July 16 — The trilateral working group of deputy prime ministers from Azerbaijan, Armenia, and Russia, tasked with reopening regional transport corridors, is currently non-functional due to a breakdown in trust, Armenian Prime Minister Nikol Pashinyan said during a press conference on Tuesday.

The group, established following the November 2020 trilateral ceasefire statement, was designed to coordinate the unblocking of transit routes across the South Caucasus. However, Pashinyan acknowledged that the mechanism has stalled, citing “certain distrust” between the parties.

The status of regional transport agreements—particularly the Zangezur Corridor and reciprocal transit routes—remains a contentious issue in Armenia–Azerbaijan–Russia negotiations.

No timeline was given for the potential resumption of the group’s activities.
