Tourism Down, Diversity Up: Who’s Traveling to Azerbaijan This Summer

Azerbaijan welcomed 740,722 tourists between June and August 2025 – a 5.3 percent decline compared with the same period last year, according to official data.

Russia remained the largest source of visitors, sending 196,789 tourists, down 12 percent from 2024. Turkey ranked second with 116,479 arrivals, marking an 8.6 percent increase, while Saudi Arabia came third with 50,945 visitors, a slight 3 percent drop.

The sharpest growth came from Central Asia, where arrivals surged 27.4 percent year-on-year to 68,021. Kazakhstan led the way with 34,238 visitors (+18.2%), followed by Uzbekistan (19,513, up 53%) and Turkmenistan (8,613, up 5.8%). Tourist numbers from Tajikistan more than doubled, while arrivals from Kyrgyzstan declined.

European arrivals also trended upward. A total of 63,180 tourists came from Europe — up 11.4 percent.

Eastern Europe accounted for roughly half that number, led by Ukraine (10,562), Belarus (8,081), and Poland (3,025). Western Europe sent 31,512 visitors, a 14.8 percent increase, with Germany showing the fastest growth at 27 percent. The UK followed closely with 7,061 visitors, alongside modest increases from Italy, the Netherlands, and Sweden.

Despite the seasonal dip overall, analysts note that the diversity of source markets – from Central Asia to Western Europe – highlights Azerbaijan’s growing appeal as a regional tourism hub.
