Russia Backs Dissolution of OSCE Minsk Group

Russia has expressed support for the joint decision of Azerbaijan and Armenia to dissolve the OSCE Minsk Group, with the process expected to be finalized by December 2025.

The statement was made by Russia’s Permanent Representative to the OSCE, Alexander Lukashevich, in comments to RBC.

According to the diplomat, the decision involves winding down three institutions: the Minsk Group itself, the post of the OSCE Chairperson-in-Office’s Personal Representative, and the High-Level Planning Group.

“Taking into account the positions of both sides [Azerbaijan and Armenia] that there is no sense in preserving these structures, we see no reason to oppose their dissolution,” Lukashevich said.

He added that if no objections are raised by September 1, the decision will be considered adopted:

“It must be noted that implementing the necessary administrative and financial measures will take several months. The OSCE expects the process to be completed no later than December of this year.”

The dissolution marks the formal end of the Minsk Group, which for decades sought to mediate the Karabakh conflict but had long been criticized by Baku as ineffective and obsolete after the Second Karabakh War.
