BAKU / MOSCOW, July 26, 2025 — Conflicting reports have emerged regarding a reported raid by Russian law enforcement on the Moscow office of Railgo, a prominent oil transport company owned by Azerbaijani businessman Rakhman Khalilov.

According to sources cited by Azerbaijani outlet Axar.az, Russian special forces and investigators entered Railgo’s office in the Luzhniki district, seizing documents and restricting employees from leaving the premises. The company, which specializes in transporting oil products across the Black Sea—including shipments from Azerbaijan—is owned by Rakhman Khalilov, son of influential businessman Iskender Khalilov.

Despite the allegations, Rakhman Khalilov swiftly denied the reports on social media, stating, “Everything is fine at the company—no searches have taken place, and operations continue as usual.” Railgo echoed this statement in a message to Report.az, emphasizing that “no investigative or operational actions were carried out” at their office on July 25.

Still, sources close to the situation maintain that an unannounced inspection did take place. According to Axar.az, the Khalilov family has sought to downplay the event and is currently in Baku, with only Rauf Khalilov, the youngest member of the family, remaining in Moscow.

The nature of the reported raid remains unclear, but the situation has drawn attention given Railgo’s significant role in regional energy logistics and the Khalilov family’s prominent status in Azerbaijani business circles.

The company has not been formally accused of any wrongdoing, and Russian authorities have yet to issue an official statement. However, the conflicting narratives have fueled speculation about possible political or economic pressure in the highly sensitive energy sector.
