BAKU — August 11, 2025 –The recently paraphed peace agreement between Azerbaijan and Armenia bears the clear imprint of Azerbaijani leadership, containing provisions long championed by President Ilham Aliyev and once firmly rejected by Yerevan’s “Karabakh clan,” the Armenian diaspora, and even Prime Minister Nikol Pashinyan, who once declared that “Karabakh is Armenia.”
Speaking to Oxu.Az, political analyst Ilgar Velizade said Armenia’s internal and foreign policy is now effectively being shaped within a framework set by Azerbaijan.
“This is a major historic achievement. The document enshrines key principles such as Azerbaijan’s territorial integrity, non-interference in internal affairs, the delimitation of borders, and the opening of communication lines. No one in the world can reasonably object to this — there are no arguments against it. We are a fortunate generation living through this moment, with a strong leader at the helm, and we are witnessing Azerbaijan’s rise with our own eyes,” Velizade said.

According to him, the provisions mirror positions Aliyev has voiced for years: Azerbaijan’s land is not for political bargaining; no territory will be ceded or gifted; and no “second Armenian state” will be allowed to emerge on Azerbaijani soil.
Velizade stressed that nothing in the text came as a surprise.
“For years, both inside and outside Azerbaijan, political groups and commentators viewed these statements with skepticism, dismissing them as slogans without substance. Before 2020, many doubted it was even possible to liberate all our lands, including Shusha. History proved otherwise. These principles are now not only political realities but enshrined in legal documents — including the peace agreement. That is the objective reality,” he concluded.
