Peru proposes visa-free travel with Azerbaijan for all passports

Peru has proposed extending its 2013 visa-waiver agreement with Azerbaijan—currently limited to holders of diplomatic and service passports—to all passport categories, Azerbaijan’s Deputy Foreign Minister Elnur Mammadov said in an interview with Peru’s Andina news agency during political consultations in Lima.

Mammadov noted that tourism flows hinge on direct air links and visa policy, adding that Peruvian citizens can obtain an Azerbaijani visa on arrival, while both sides are exploring ways to deepen travel and trade. The deputy minister highlighted growing energy cooperation, including crude sales to Peru and LNG trading.

Azerbaijan and Peru held their first round of foreign-ministry political consultations this week, marking a step-up in ties. Azerbaijan’s migration authority lists the 2013 agreement on visa-free travel for diplomatic and service passports; broadening it to ordinary passports would require a new arrangement.

Background: The initial visa exemption with Peru was approved by Azerbaijan’s parliament in 2014; any expansion would need formal approval and implementation by both governments.
