BAKU, July 19 — Citizens in Azerbaijan who pay administrative fines within 10 days of issuance will now benefit from a 10% discount, under new amendments to the Code of Administrative Offenses signed into law by President Ilham Aliyev.

The amendments aim to streamline the centralized tracking and management of administrative violations and enhance the efficiency of case processing through digital systems.

One major innovation is the requirement for authorities to upload decisions and protocols concerning administrative offenses into their digital systems within 24 hours — or immediately in certain urgent cases, as stipulated in Article 45. Failure to do so means that individuals will not be held liable, not only under Article 122.1 but also for other violations where official notices are not posted in a citizen’s electronic cabinet within the deadline.

A centerpiece of the reform is the introduction of the new İCMAL information system, designed to centralize all administrative offense protocols and decisions. The system will allow real-time, automated monitoring and assign unique identification numbers to each case. It will also track the flow of fines paid to the state budget or relevant agencies, ensuring accountability and transparency.

Under the new Article 45-2, all authorized bodies must now submit data on administrative violations directly into the İCMAL system, which will then integrate this data with their internal databases. This digital coordination is expected to significantly reduce delays and improve transparency in the enforcement process.

Additionally, a new provision, Article 57-1, outlines updated methods for notifying individuals involved in administrative cases about official documents and decisions.

Finally, Chapter 16-1 of the Code, along with Articles 127-3 and 127-4, has been revised and refined to align with the broader digital modernization goals of the reform.

These changes mark a significant step toward more efficient, transparent, and citizen-friendly governance of administrative violations in Azerbaijan.
