The OSCE Chair-in-Office and Finnish Foreign Minister Elina Valtonen has welcomed the progress made toward achieving peace between Armenia and Azerbaijan, particularly the Washington agreements of August 8, and called on both countries to finalize a peace treaty and normalize relations to ensure lasting regional stability.
Speaking in Yerevan, Valtonen praised what she described as “historic steps” by both governments:
“We warmly welcome the important progress made toward peace with Azerbaijan, in particular the August 8 Washington agreement. I also commend the joint statement on dissolving the OSCE Minsk Group,” she said, expressing hope that the process would be completed by December 1.

Valtonen reaffirmed that the OSCE remains ready to support Armenia in areas of mutual interest and underlined the importance of maintaining momentum in the current peace process.
Earlier, in a message on X (formerly Twitter), Valtonen wrote that she had held “substantive discussions” with Prime Minister Nikol Pashinyan and Foreign Minister Ararat Mirzoyan in Yerevan, congratulating them on “historic steps toward peace with Azerbaijan.”

“The OSCE stands ready to assist efforts toward lasting peace in the region,” she added.
Meanwhile, the Azerbaijani Foreign Ministry confirmed that Valtonen’s planned visit to Baku – originally scheduled for October 13 as part of her South Caucasus tour – was postponed due to President Ilham Aliyev’s participation in the Middle East Peace Summit in Egypt.
According to ministry spokesperson Aykhan Hajizade, the visit will be rescheduled, and both sides are currently coordinating a new date. Valtonen is continuing her regional tour, with stops in Armenia on October 14 and Georgia on October 15.
