New Rules: Second Mobile Device Will Cost 100 Manats to Register

Azerbaijan is preparing to tighten regulations on the import and registration of mobile phones. Under proposed amendments to the Tax Code and the Law “On State Duties,” individuals who bring more than one mobile device into the country per calendar year will be required to pay a 100-manat state fee for each additional phone.

The draft legislation, discussed during today’s session of the Milli Majlis, also introduces a new 20-manat excise tax on every mobile device imported into the country. Only one device per person per year – imported for personal use – will be exempt from the excise tax.

Under the amendments to the Law “On State Duties,” the 100-manat registration fee will apply regardless of a device’s market value. The amount of the fee for each year will be determined by a relevant executive authority.

Lawmakers moved the proposal to a vote, and the package of changes passed in its first reading.
