Moped Riders in Azerbaijan Soon to Need Official Driving License

The Milli Majlis has adopted in its first reading a bill requiring driver’s licenses for moped operators, marking a new stage in the regulation of two-wheeled transport in Azerbaijan.

According to Report, the proposed amendments to the Law on Road Traffic were debated at today’s parliamentary session.

Lawmakers said the initiative aims to improve road safety, raise driver competency, and bring moped use under clearer legal control.

One of the key provisions introduces the obligatory licensing requirement for all moped riders. Officials said the change would ensure that operators possess the necessary knowledge and skills to drive safely.

The draft law also provides a clearer legal definition of a “moped” as a vehicle type, establishes rules for state registration and record-keeping, and removes the previous restriction that limited mopeds to driving only in the far-right lane.

In addition, the document bans the transport of loads extending more than 0.5 meters beyond the length or width of a motorcycle or moped, or obstructing the rider’s control.

Following debate, the bill was approved in its first reading and will move forward for further consideration.
