Key Military Figures Identified in Chain of Command Leading to Strike on AZAL Civilian Flight

BAKU, July 24, 2025 — A detailed investigation by Minval Politika has identified several Russian military officers allegedly involved in the chain of decisions that led to the missile strike on an AZAL Embraer 190 civilian aircraft, an incident that has sparked international outcry and demands for accountability.

According to the report, the following individuals played direct roles in the operation:

  • Major General Aleksandr Tolopilo – Commander of the 51st Air Defense Division, who is said to have given the initial order to launch the missile.

  • Lieutenant Colonel Nikolai Orlyansky – Reportedly received the order from Tolopilo and relayed it to the missile crew.

  • Captain Dmitry Paladichuk – Allegedly executed the order and initiated the missile launch.

  • Captain Dmitry Pudovkin – Senior navigator of the 51st Air Defense Division’s combat control group, believed to have coordinated targeting.

  • Lieutenant Colonel Vladimir Yanovsky – On-duty officer at the headquarters of Russia’s Southern Military District during the incident.

  • Colonel Gennady Eremenko – On-duty officer at the command post of the 4th Guards Air and Air Defense Army.

Despite the severity of the outcome, Minval Politika reports that none of these officers have faced disciplinary measures. On the contrary, some are believed to have received promotions following the incident.

In a major revelation, the outlet has also released voice messages recorded by Captain Paladichuk shortly after the event. These private voice notes, reportedly addressed to fellow servicemen, provide his version of events and were obtained exclusively by the editorial team.

The attack on the AZAL flight, which resulted in multiple casualties, has prompted Azerbaijan to prepare legal proceedings in international courts, seeking reparations from the Russian Federation. Baku has stated its intent to hold all responsible parties accountable — both directly and indirectly involved.

No official response has yet been issued by the Russian Ministry of Defense.
