In January–November 2025, Azerbaijan’s State Service for Property Issues under the Ministry of Economy registered and issued extracts for 328,061 property ownership rights, according to official data.
Of the total registrations, 63,891 cases (19.5%) involved primary registration, while 264,170 cases (80.5%) were secondary registrations.
During the reporting period, ownership rights were registered for 64,366 individual residential and summer houses, 85,424 apartments, 166,494 land plots, 2,832 non-residential buildings, 8,172 non-residential premises, 667 property complexes, 103 multi-storey residential buildings, and three perennial plantation sites.
The data show that 91,917 registered ownership rights were recorded in Baku, with the remaining registrations completed in other regions of the country.
In addition, between January and November, authorities issued 235,713 technical passports and registered 56,948 mortgage agreements.
