Housing Dispute in Baku Raises Concerns Over Redevelopment Commitments

Residents displaced by a redevelopment project in Baku’s Nizami district say they have been waiting nearly a decade for promised replacement apartments, amid allegations of contractual violations and disputed property sales.

The dispute centers on a former residential building on Shirin Mirzayev Street, which was demolished in 2016 under a pilot urban renewal program. According to residents, they were assured that newly built apartments would be provided within two years. “One apartment was sold to two different people,” one resident said, claiming that a unit officially registered in a family member’s name was later resold to another buyer. Another resident stated that despite interior work being completed in much of the building, certain apartments – including theirs – remain unfinished, raising concerns that those units may have been reassigned.

According to residents, the project developer, Vesta Construction LLC, has repeatedly delayed completion without providing clear timelines.

Some families report having paid significant sums – in one case, approximately 115,000 manats – only to later discover that the same apartment was allegedly sold again in subsequent years.

Local authorities acknowledge the long-running nature of the dispute. In a statement, the Nizami District Executive Authority confirmed that the project began in 2016 and that issues related to the fulfillment of contractual obligations emerged by 2018.

The district administration said multiple meetings were held with residents and company representatives, during which the developer was warned to comply with contractual terms. Officials stated that several cases have been resolved, while others remain under review.

According to the authorities, the matter has now been referred to law enforcement agencies for legal assessment.

At the time of publication, Vesta Construction LLC had not provided a detailed public response addressing the specific allegations of multiple sales or prolonged delays.
