Housing Crisis: Where to Find the Cheapest Homes Around Baku?

BAKU, July 22, 2025 — As rental prices continue to soar and mortgage loans remain largely inaccessible, more and more Azerbaijani citizens are turning to budget housing options as a way out of the housing crisis. Amid this growing demand, the search for the cheapest available homes—whether legally documented or not—has become increasingly urgent.

According to Vugar Oruj, head of the Society of Appraisers, home prices vary not only based on whether there is an official deed (kupcha), but also on the likelihood of obtaining one in the future.

“In settlements like Binagadi, Masazir, Govsan, Hokmali, and Gobu, prices per square meter range from 490 to 762 manats,” Oruj explained.

He noted that the final cost of a home is heavily influenced by the size of the land plot it sits on. “The market price takes into account not just the house, but also the adjacent land. Previously, homes in these areas were selling for around 35,000–45,000 manats. Now, due to a general rise in real estate prices, that figure has gone up by about 25–30%.”

Among the most expensive suburban areas, the expert pointed to Bilgah, Novkhani, and Shuvalan.

“In Khirdalan, a house with a deed is valued at about 762 manats per square meter excluding land cost, whereas without a deed, the price drops to around 600 manats,” he said.

“In areas like Binagadi, Govsan, Khojasan, and Gobu, having official documentation significantly boosts market value—by as much as 20–25%. This reflects the premium the market places on legal security,” Oruj added.

When considering proximity to the city and future infrastructure development, the appraiser recommends looking into more affordable properties in Govsan, Mukhammadi, Binagadi, and Khirdalan. Entry-level prices for one-room houses in these locations start from 30,000–35,000 manats, depending on the district.

While these budget options are widely available outside Baku’s central districts, Oruj cautioned that their long-term value may be limited due to poor technical condition, subpar renovations, and underdeveloped infrastructure.
