FSB: Azerbaijani Suspect Plotted Terror Acts on Behalf of Ukrainian Services

MOSCOW, September 8

Russia’s Federal Security Service (FSB) announced the detention of an Azerbaijani citizen in the Stavropol region on suspicion of preparing a series of sabotage operations allegedly under the direction of Ukrainian intelligence.

According to the FSB’s Public Relations Center, cited by Interfax, the suspect had joined a Ukrainian organization banned in Russia and conducted reconnaissance of potential targets, including government security buildings and transport infrastructure in the cities of Yessentuki and Stavropol.

The FSB claims the man acquired precursors for explosives and shrapnel components, storing them in a hidden cache.

“He intended to use special skills obtained during his service in Azerbaijani military special units to assemble several explosive devices for attacks on the scouted facilities,” the agency said.

During the arrest, authorities seized bomb-making materials, communication equipment, and electronic data carriers. A criminal case has been opened under Articles 30 and 205 of the Russian Criminal Code (preparation of a terrorist act).
