Azerbaijani-Russian businessman and entertainer Emin Agalarov has announced plans to build Europe’s largest casino in Baku’s luxury seaside resort Sea Breeze, aiming to transform the Caspian coastline into a premier year-round destination for international tourism.
In a video message, Agalarov revealed that the future casino will span over 90,000 square meters and feature:
A 40-meter-high main hall
Over 100 gaming tables
More than 1,500 slot machines
A dedicated poker arena for hosting international tournaments, expected to draw between 3,000 to 5,000 foreign guests per event
Surrounding the casino will be 10 branded hotels, and the venue itself will include a boutique concert hall to host cultural performances and entertainment events.
“This project will extend the tourism season, attract high-spending foreign visitors, and create well-paying jobs,” Agalarov said. “One casino alone is projected to inject over $150 million annually into the local economy.”
He added that the team is currently navigating the approval and permitting phases before full-scale construction begins.
If completed, the casino is set to become a landmark investment in Azerbaijan’s tourism and hospitality sector, significantly raising the country’s profile as a luxury gaming and entertainment destination.
