Azerbaijan will fully transition to electronic state-issued education documents, ending the issuance of paper diplomas, certificates, and transcripts across all levels of education.
The decision was formalized by Prime Minister Ali Asadov and applies to higher education, vocational training, secondary specialized education, and general schooling.
Under the new system, graduates will receive diplomas and related documents in electronic format within 10 working days after completing their studies. These digital documents will carry full legal validity and will be accessible through the state’s electronic government infrastructure.
While paper diplomas will no longer be issued by default, individuals will still be able to print their electronic documents, share them digitally, or obtain notarized hard copies if required.
The reform is also expected to simplify procedures for graduates who are called up for mandatory military service before receiving their diplomas, as state institutions will be able to access education records directly through integrated digital systems.
Authorities note that previously issued diplomas that are lost or damaged can now be restored only in electronic form via the education system’s official information portal.
Officials say the shift aims to reduce bureaucracy, increase transparency, and streamline administrative processes related to education credentials.
