Diabetes, Kidney Failure, Hemophilia to Be Included in Mandatory Health Insurance Package

Beginning in 2026, Azerbaijan’s mandatory health insurance program will cover a much wider range of chronic and rare diseases – including diabetes – according to the draft state budget for next year.

The State Agency for Mandatory Health Insurance (MHIF) plans to include treatment and diagnostics for the following conditions under the national insurance package:

  • Diabetes mellitus

  • Chronic kidney failure

  • Hemophilia

  • Tuberculosis

  • Multiple sclerosis

  • Cystic fibrosis in children

  • Ichthyosis and epidermolysis bullosa (rare skin disorders)

  • Maternal and child health services, including compulsory medical checkups for children

Until now, most of these diseases were financed directly from the state budget or through private donations. The change will transfer funding and management to the national insurance system, giving patients access to standardized treatment at state-accredited clinics.

The new policy, outlined in the 2026 State Budget Bill, aims to reduce out-of-pocket costs and ensure equitable access to life-saving medications and therapies. The Ministry of Health and MHIF will jointly determine the specific financing procedures and reimbursement mechanisms.

Officials also note that screening and treatment for diabetic patients may still be supported through voluntary contributions from individuals and legal entities, as allowed under existing law.

If approved by parliament, the reform would mark one of the most significant expansions of Azerbaijan’s healthcare coverage since the system’s national rollout in 2021.
