Court Under Fire After Returning Abused Child to Parents — Now in Coma

Baku, August 28, 2025 — A shocking case of parental violence in Azerbaijan’s Agdam region has drawn nationwide condemnation, with authorities confirming that two toddlers subjected to repeated abuse by their parents will be transferred to state care after receiving medical treatment.

Brutal Incident in Agdam

On August 27, a two-year-old boy from the village of Khyndyrystan was rushed to Agdam Central District Hospital in a comatose state. Doctors diagnosed him with blunt trauma, a closed head injury, and acute subdural hematoma. He was later transferred to the Republican Neurosurgery Hospital in Baku, where he underwent emergency surgery. His condition remains critical.

His younger brother, born in 2024, is also under medical observation. Authorities confirmed that both children will be placed in a state-run baby home in Baku once treatment is completed.

Parents Arrested, Past Abuse Revealed

The children’s father, Sadig Rahimov, has been detained on charges of severe child abuse, while their mother, Sevinj Rahimova, is also under investigation. Both parents are reported to suffer from mental disorders and had previously inflicted violence on their children, including documented bite marks.

Notably, one of the boys had already been placed in a state care facility last year after an earlier abuse case — but was later returned to his mother by a June 2025 ruling of the Nasimi District Court. That decision is now under heavy scrutiny.

Public Outcry and Official Reactions

The case has sparked widespread outrage. Kamala Agazade, head of the Azerbaijan Children’s Union, questioned how authorities allowed the children to be returned home:

“These children had already suffered repeated violence. How was their safety evaluated? One of them is now in a coma.”

The Ombudsman’s Office announced it is closely monitoring the case, stressing that the protection of the minors’ rights is under special control. The Ministry of Labor and Social Protection also confirmed that legal proceedings to strip the parents of their parental rights have been initiated.

A Wider Problem

The tragedy highlights systemic failures in monitoring and protecting vulnerable children. Despite earlier warnings, state agencies allowed the children to be returned to their abusers, raising questions about judicial oversight and the effectiveness of social services.
