Baku Tops Yerevan in Global Quality of Life Index, According to Numbeo

Baku, July 18, 2025 — In the latest Numbeo Quality of Life Index, Baku has ranked 236th globally, edging out Yerevan, which placed 237th. The data reflects the first half of 2025 and offers insights into living conditions in cities worldwide.

Among South Caucasus capitals, Tbilisi ranked highest at 228th, followed by Baku and Yerevan. For comparison, Moscow placed 211th, and Ankara came in at 197th.

Numbeo, the world’s largest database of user-contributed data on cities and countries, evaluates quality of life based on factors such as purchasing power, safety, healthcare, cost of living, traffic, pollution, and climate.

While all three South Caucasus capitals scored modestly, Baku’s narrow lead over Yerevan highlights shifting perceptions of urban livability in the region.
