Baku, Tehran Expand Transport Links Across Eastern Zangezur and Nakhchivan

Azerbaijan’s Foreign Minister Jeyhun Bayramov and Iran’s Foreign Minister Abbas Araghchi held one-on-one and expanded-format meetings in Baku as part of Araghchi’s official visit.

The ministers discussed the full spectrum of bilateral relations, regional dynamics, and new cooperation initiatives.

According to the Azerbaijani Foreign Ministry, the talks focused on strengthening ties based on good-neighborliness and mutual respect. Both sides noted that existing mechanisms – political consultations, the Joint Intergovernmental Commission, and a broad legal framework – form a “solid architecture” for stable and future-oriented relations.

Economy, Trade, Transport and North–South Corridor

The ministers reviewed economic and trade cooperation, including logistics and transport.
Special attention was given to the development of the North–South International Transport Corridor, as well as projects connecting the Eastern Zangezur Economic Region with the Nakhchivan Autonomous Republic.

They also discussed the construction of the Aghbend–Kelaleh road bridge, expected to be completed next year.

Trade turnover reached $650 million in 2024 and $520 million in the first 10 months of 2025, Bayramov said, noting that both ministers discussed steps to increase these figures.

Humanitarian and People-to-People Contacts

Bayramov and Araghchi agreed on expanding humanitarian cooperation, including increasing the number of flights between Baku and Tehran/Tabriz and enhancing collaboration in education, culture, and tourism.

The ministers also exchanged views on cooperation within international organizations such as the UN, Non-Aligned Movement, and the OIC.

Regional Issues and Peace Process

Bayramov briefed Araghchi on the peace agenda between Azerbaijan and Armenia and the ongoing reconstruction of liberated territories.
Both sides also discussed regional security, developments in the Middle East, and prospects for trilateral formats in the region.

“Azerbaijan and Iran stand for peace and stability in the region,” Bayramov said.

Araghchi emphasized that Iran sees “many shared interests” with Azerbaijan and considers dialogue the fundamental approach to resolving all differences.

He noted that the format 3+3 plays an essential role in ensuring stability in the South Caucasus and said Iran supports holding upcoming meetings first in Azerbaijan and then in Armenia.

New Cooperation Projects Expected Soon

Bayramov announced that Azerbaijan and Iran are preparing to unveil new joint projects in economic and other sectors.

“We agreed with my colleague that we must finalize a broad roadmap as soon as possible,” he said.

Azerbaijan Evaluating Invitation to Stabilization Mission in Gaza

Bayramov also confirmed that Azerbaijan has received an invitation to join international stabilization forces in Gaza.
He said Baku is still assessing the mandate and conditions:

“We sent inquiries to the relevant structures. Comprehensive answers have not yet been provided, so no final decision has been made.”

Armenia and 3+3 Format

Bayramov reiterated Azerbaijan’s proposal to host the next 3+3 meeting in Baku, followed by a session in Armenia. He said there is no logical reason for Yerevan to oppose this sequence, given the current regional environment.

Araghchi expressed Iran’s full support for this approach and said Tehran favors continued normalization between Baku and Yerevan.
