Baku Keeps Cost Advantage Over Yerevan and Tbilisi

BAKU — September 1, 2025 – Baku has been ranked 340th in the world for cost of living in the first half of 2025, according to Numbeo, one of the largest international databases on living expenses.

The relatively low ranking reflects the affordability of life in the Azerbaijani capital compared to other regional cities. For reference, Yerevan was placed 257th, Istanbul 258th, Moscow 230th, and Tbilisi 316th.

The Numbeo cost of living index is based on prices for groceries, restaurants, transportation, and utilities, though it does not include housing costs such as rent or mortgages.

Even so, rental prices in Baku remain more favorable than in neighboring capitals. In the first half of 2025, the average monthly rent for a one-bedroom apartment in the city center was $478, while a three-bedroom averaged $964. In comparison, the same apartments cost $748 and $1,256 in Yerevan, and $713 and $1,376 in Tbilisi.
