Baku Demands Answers After Russian Missile Hits Embassy Grounds in Kyiv

Baku has summoned Russia’s ambassador to Azerbaijan, Mikhail Yevdokimov, to the Foreign Ministry and handed him an official note of protest following a missile incident that damaged Azerbaijan’s embassy compound in Kyiv.

According to the ministry’s statement, the meeting was convened after an Iskander missile – launched during Russia’s overnight barrage on Kyiv around 1:00 a.m. on November 14 – landed on the grounds of Azerbaijan’s diplomatic mission. The blast destroyed part of the perimeter wall, damaged service vehicles, administrative offices, and the consular section. No casualties were reported.

Officials stressed that this was not the first time Russian strikes have endangered Azerbaijan’s diplomatic facilities in Ukraine. The ministry recalled:

  • March 10, 2022: The building of Azerbaijan’s Honorary Consulate in Kharkiv suffered heavy damage from an airstrike, leaving the consular vehicle destroyed.

  • January 2, 2024: A Russian “Kinzhal” missile created a three-meter-wide crater roughly 35 steps from the embassy’s administrative building. Unexploded ordnance was later found at a depth of eight meters.

  • August 28, 2025: A strike just 50 meters from the embassy compound in Kyiv damaged the embassy building, consular section, and the ambassador’s residence.

  • August 8 and 18, 2025: Drone attacks targeted a SOCAR oil terminal in Ukraine’s Odesa region, injuring workers and heavily damaging infrastructure.

“These repeated incidents raise serious questions about whether the strikes are accidental,” the ministry said, noting that Azerbaijan had formally provided the coordinates of all its diplomatic facilities to Russia back in April 2022, after which the Russian Defense Ministry assured Baku they would be taken into account.

During the meeting, Azerbaijani officials described the latest strike as a violation of international law and diplomatic norms, stressing that such attacks on diplomatic missions are unacceptable. Baku demanded a full investigation from the Russian side and a detailed explanation.
