A presidential decree raising stipends for doctoral students as well as those enrolled in universities, vocational and secondary schools took effect today, marking the fifth stage of the government’s latest social package.
MP and economist Vuqar Bayramov said the measure underscores President Ilham Aliyev’s priority of strengthening social protection and placing citizen welfare at the center of policy.
Up to 450 manats
Under the decree, stipends have been increased across multiple levels of study, including doctoral training. The maximum stipend now reaches 450 manats. Bayramov noted that the increases not only support students financially but also help stimulate education and strengthen social protection for young people.
A broad social package
This year’s package will cover 3 million citizens. An additional 1.4 billion manats will be allocated from the state budget, bringing total social spending in 2025 to 16.9 billion manats.
Bayramov said the step “confirms once again that social policy remains at the core of government priorities,” and that measures to improve welfare are closely linked to the development of human capital.
Next steps
Looking ahead, Bayramov suggested that raising age-related benefits should be considered as the next stage. He called for fiscal assessments to be carried out so that decisions can be made in line with social needs.
“Given the scale of current measures, it is clear that new decisions in the social sphere will continue to follow,” he said.
