Azerbaijan’s Tourism Shifts in 2025 as Europe and Central Asia Drive Growth

Azerbaijan’s tourism sector showed mixed regional dynamics in January–November 2025, with a slight decline in arrivals from the Americas offset by steady growth from Europe and a sharp increase from Central Asia, according to official statistics.

Data released by Report indicate that 33,945 visitors from the Americas traveled to Azerbaijan during the first eleven months of 2025 – a 2.9 percent decrease compared with the same period last year.

U.S. arrivals rise despite broader regional decline

Within that total, the United States remained the largest source market in the Americas, sending 22,545 visitors, an increase of 4.3 percent year-on-year. Canada also recorded modest growth, with 5,108 visitors, up 2.8 percent.

Several Latin American countries, however, saw notable declines. Arrivals from Brazil fell by 36.5 percent, while Mexico, Colombia, and Chile also posted double-digit drops. Tourism from smaller markets in the Caribbean and Central America declined sharply in percentage terms, reflecting low absolute volumes and volatility in long-haul travel demand.

Europe posts steady gains

In contrast, tourism from Europe continued to grow. Azerbaijan welcomed 207,780 European visitors in January-November 2025, marking a 3.5 percent increase compared with the previous year.

Arrivals from Eastern Europe rose by 4.2 percent to 104,301 visitors, with Ukraine leading the group at 34,420 arrivals. Western Europe contributed 103,479 visitors, up 2.8 percent, with the United Kingdom remaining the largest Western European market at 25,033 tourists.

Central Asia emerges as the fastest-growing region

The strongest momentum came from Central Asia, where arrivals surged by 23.3 percent to 202,033 visitors.

Growth was driven primarily by:

  • Kazakhstan – 95,952 visitors (+20.3%)

  • Uzbekistan – 56,752 (+38.6%)

  • Kyrgyzstan – 10,618 (+34.9%)

  • Tajikistan – 8,950 (+66.7%)

Kazakhstan ranked sixth among Azerbaijan’s top source countries for inbound tourism in November 2025, while Uzbekistan entered the top ten.

Overall inbound tourism slightly lower

Overall, Azerbaijan received 2.364 million foreign visitors and stateless persons from 189 countries in January-November 2025, representing a 2 percent decline compared with the same period in 2024.

Analysts note that the figures point not to a broad contraction, but to a rebalancing of tourism flows, with regional and short-haul markets gaining importance amid shifting global travel patterns.
