Azerbaijan’s planned social expenditures for 2026 surpass the entire state budget of Armenia, according to MP Vugar Bayramov.
Speaking during a plenary session of the Milli Majlis, where lawmakers reviewed the 2026 budgets of the State Social Protection Fund and the Unemployment Insurance Fund, Bayramov criticized what he described as “deliberately distorted comparisons” made by certain groups regarding regional social indicators.
Bayramov noted that Azerbaijan’s social spending in 2026 will reach $10 billion – a figure that dwarfs those of neighboring states.

Azerbaijan: $10 billion in social expenditures
Armenia: $2.4 billion (4.2 times less)
Georgia: $2.6 billion (3.8 times less)
“If Azerbaijan’s social expenditures alone exceed the entire budget of another country, what meaningful comparison can there be?” Bayramov said, arguing that such figures reflect the scale of Azerbaijan’s economic capabilities and its commitment to social welfare.
