Azerbaijan to Expand Mandatory Health Insurance Coverage in 2026

Azerbaijan’s system of mandatory health insurance (MHI) is set for a major expansion next year, with hundreds of new medical services added to the state-funded package.

The country’s current program already covers 3,315 services, including cardiac surgery, neurosurgery, and organ transplants such as liver, kidney, and bone marrow. But starting in 2026, the scope will broaden further, according to the State Agency for Mandatory Health Insurance.

The updated package will include:

  • additional cardiovascular procedures;

  • an expanded range of neurosurgical operations;

  • new general surgical services;

  • complex urological interventions;

  • ophthalmology surgeries;

  • trauma care;

  • a wider set of laboratory tests.

Particular emphasis will be placed on high-tech interventions, from minimally invasive vascular operations to advanced procedures on the brain, abdominal organs, and eyes.

One of the most significant policy shifts will be the gradual inclusion of prescription drugs under state coverage. The rollout will begin with medicines for cardiovascular diseases. In later stages, the list will be expanded to include treatments for digestive and respiratory conditions.

Health officials say the reforms mark an important step toward broadening access and modernizing the country’s public healthcare system, bringing it closer to European standards.
