Azerbaijan Rules Out Compulsory Service for Women

As Turkey debates the idea of drafting women into its armed forces, the question has sparked curiosity across the region: could Azerbaijan ever take a similar step?

Military expert Tarlan Eyvazov told Metbuat.az that such measures in other countries are usually driven by demographic pressures – shrinking male populations and declining interest in military service.

“Azerbaijan does not face such a problem,” Eyvazov said.

“Women already serve in our armed forces, including within the Ministry of Defense, but only on a voluntary basis. Some enroll in military academies, receive officer training, and continue in professional service – yet none are subject to compulsory conscription.”

No Plans for Female Draft

According to the expert, despite occasional discussions in local media, mandatory enlistment of women is not expected anytime soon.

“One key reason is the demographic situation,” Eyvazov explained. “Azerbaijan’s population exceeds ten million, and the country’s size – about 86,600 square kilometers – allows us to maintain adequate troop levels without calling up women.”

Cultural and Social Factors

Eyvazov also noted that cultural and societal attitudes remain a significant factor.

“Our society is not yet ready for compulsory service for women, and such an initiative would not receive broad public support,” he said.

Still, the expert believes that promoting basic defense education among youth is essential.

“Every citizen should know the fundamentals of self-defense, emergency response, and personal protection. Strengthening basic defense instruction in schools, universities, and vocational institutions is important,” Eyvazov added.

For now, Azerbaijan sees no need for mandatory female conscription.

The existing manpower, voluntary participation of women in military structures, and prevailing public attitudes all point in one direction – the country’s defense needs are being met without expanding the draft to women.
