The number of unemployed persons registered with local branches of the State Employment Agency reached 237,000 as of September 1, 2025, according to a State Statistics Committee publication on macroeconomic indicators for January–August.
Women accounted for 50.1% of registered jobseekers. The average monthly unemployment insurance payment stood at 436.7 manats, the report said.
What “registered unemployed” means: This tally covers people who have formally enrolled with the State Employment Agency to receive job-matching services and, where eligible, unemployment insurance. It is not the same as the broader, survey-based unemployment estimate used in international statistics.
Benefit mechanics: The 436.7 AZN figure is an average; individual payments vary based on prior earnings, contribution history, and legal caps/floors set in national rules. Benefits are time-limited and typically require active job search and accepting suitable offers.
Gender split: With 50.1% women, the register shows near parity, underscoring the need for placement and retraining programs that address care responsibilities, sectoral segregation, and skills matching.
Policy lever: Registration is the main gateway to public vacancies, training, and upskilling offers coordinated by the Agency; higher registration can reflect both labor-market slack and improved outreach/administration.
Purchasing power note: Average benefit levels are intended as temporary income support, not a full wage replacement, and are calibrated to encourage rapid re-employment.
