Another 900 families will return to the city of Aghdam for permanent residence in November, Emin Huseynov, the Special Presidential Representative for the Aghdam, Fuzuli, and Khojavend districts, said at the 3rd National Urban Planning Forum (NUFA3) in Khankendi, Report’s correspondent reported.
Huseynov said the resettlement process is also continuing in Khidirli and Khojavend, adding that reconstruction and restoration work across the liberated territories follows a unified master plan concept.
“It is a great pride to witness the transformation of the past five years and to be part of Karabakh’s revival,” he said.

The representative described Azerbaijan’s rebuilding projects as “mega-initiatives with no parallel in the world,” emphasizing that, in Aghdam, Zangilan, and other war-damaged areas, the country is demonstrating its capacity to restore life independently while integrating international expertise.
According to Huseynov, the first National Urban Forum took place three years ago in a completely destroyed Aghdam. “At that time, we hoped that by 2026, one of the world’s most prestigious events – the World Urban Forum – would be hosted in Azerbaijan,” he said.
The government plans to resettle around 100,000 people in Aghdam by 2040, with 2,000 additional families expected to move in by next summer as new housing complexes are completed.
“By the end of 2026, we expect about 20,000 residents in Aghdam. According to the city’s master plan, Aghdam will become one of the largest cities in the region,” Huseynov said.
He also noted that by the end of 2025, between 1,300 and 1,500 families will have returned to Khojavend District, where infrastructure repair and housing reconstruction are already underway in Gyrmyzy Bazar and Hadrut. The resettlement will continue through 2026 in phases, in line with the state return program.
