Baku hosted high-level talks between Azerbaijani Foreign Minister Jeyhun Bayramov and Montenegro’s Deputy Prime Minister and Foreign Minister Ervin Ibrahimović, focusing on expanding bilateral ties across political, economic and humanitarian spheres.
According to Azerbaijan’s Foreign Ministry, the meeting reviewed the current state and future prospects of Azerbaijan-Montenegro relations, including political dialogue, trade and economic cooperation, humanitarian exchanges, and coordination on international platforms.
Both sides emphasized the importance of reciprocal high-level visits in maintaining a stable political dialogue. In Baku, officials noted that the visit of Montenegrin President Jakov Milatović had played a significant role in strengthening bilateral engagement.
The ministers underlined the need to expand trade ties, encourage investments, deepen business-to-business contacts and advance joint projects. Particular attention was given to making more effective use of the Joint Intergovernmental Commission on Economic Cooperation.
Humanitarian cooperation – especially in tourism, culture and education – was described as an integral part of bilateral relations. The sides welcomed the expansion of exchanges, including academic and student mobility programs.
The talks also covered cooperation within the United Nations, the OSCE and other multilateral formats. Both ministers reaffirmed their commitment to partnership based on mutual trust.
Bayramov briefed his counterpart on Azerbaijan’s efforts toward normalization with Armenia and achieving lasting peace in the region.
As part of the visit, Azerbaijan’s and Montenegro’s foreign ministries signed a Memorandum of Understanding on cooperation in consular affairs, aimed at strengthening bilateral coordination and improving services for citizens.
At a joint press conference, Bayramov said Azerbaijani companies have invested up to $1 billion in Montenegro. At the same time, he noted that the current level of bilateral trade remains unsatisfactory. The sides also exchanged views on launching direct flights between the capitals.
Montenegro expressed interest in establishing regular, year-round air connections with Azerbaijan and attracting new Azerbaijani investments. Ibrahimović said Podgorica welcomes the agreements reached on August 8 in Washington and supports efforts to promote peace and stability in the South Caucasus.
During the visit, the Montenegrin foreign minister also held meetings with Speaker of the Milli Majlis Sahiba Gafarova and Prime Minister Ali Asadov, discussing parliamentary diplomacy, economic and humanitarian cooperation, and mutual support within international organizations.
