Azerbaijan Issues In-Absentia Arrest Orders for Bloggers Living Abroad

The criminal case against four Azerbaijani bloggers residing abroad – Gurban Mammadov, Tural Sadigli, Elshad Mammadov, and Suleyman Suleymanli – has been officially transferred to court.

According to Repor, the decision was made during an in absentia hearing held at the Baku Court for Grave Crimes, presided over by Judge Huseyn Huseynli. The first court session is scheduled for November 21.

The defendants face multiple charges under the Criminal Code of the Republic of Azerbaijan, including:

  • Article 178.3.1 – Fraud committed by an organized group

  • Article 214-2 – Public incitement to terrorism

  • Article 220.2 – Mass disorder and calls for violence against citizens

  • Article 281.2 – Armed uprising, repeated or committed by a group

  • Article 320.1 – Forgery of official documents

Since all four accused individuals are currently outside Azerbaijan, the court has ordered their arrest in absentia as a preventive measure pending trial.

Legal experts note that this case is part of a broader effort to address alleged online incitement and organized activity by individuals residing abroad but engaging in actions deemed criminal under Azerbaijani law.
