Azerbaijan Invests Over 1.5 Billion Manats in Karabakh Reconstruction in First Half of 2025

Azerbaijan has allocated 1.55 billion manats (approximately $910 million USD) toward the reconstruction and revival of territories liberated from occupation in the first half of 2025, according to the Ministry of Finance. This figure represents 38.8% of the total annual budget planned for these efforts.

The funding was disbursed based on cash requests submitted by implementing agencies across various infrastructure and development projects.

Of the total amount, 1.35 billion manats were directed toward infrastructure development, including:

  • 1.06 billion manats for the design, construction, and reconstruction of road networks;

  • 239.5 million manats for residential housing projects;

  • 33.7 million manats for the planning and construction of main water pipelines, sewage systems, and stormwater drains;

  • 20.5 million manats for the development and infrastructure of industrial parks;

  • 1.7 million manats to provide external electricity to settlements in the liberated areas.

Additionally, 182 million manats were allocated for social sector initiatives, including education, healthcare, culture, and sports. A further 16.8 million manats were spent on demining operations.

The Karabakh revival program remains one of the government’s top national priorities, combining infrastructure modernization with resettlement efforts and long-term development planning for sustainable growth in the region.
