Azerbaijan Introduces New Rules to Simplify Early Pension Eligibility

The Azerbaijani Cabinet of Ministers has approved amendments to the “Rules for the Assignment, Calculation, Recalculation, Conversion, and Payment of Labor Pensions,” introducing changes aimed at improving convenience and processing efficiency for citizens – particularly those eligible for early retirement under preferential conditions.

According to the Ministry of Labor and Social Protection, the updated regulations clarify how pension recalculations will be applied.

How Recalculations Will Work

  • For employed pensioners, recalculation will be carried out from the date of application, based on the pension capital accumulated in the insurance portion of the individual account as of that date.

  • For unemployed pensioners, recalculation will be applied from the date they officially become non-working pensioners – but no more than three years prior to the date of application.

Additionally, recalculation based on official salary (state base salary) for individuals whose length-of-service bonuses were previously paid at 50% or suspended due to dismissal will now be conducted on the basis of an officially issued certificate from the relevant state authority.

Key Change for Early-Retirement Applicants

Early retirement under preferential conditions – such as for those working underground, in specific artistic fields, or in jobs classified as particularly hazardous or difficult – has traditionally required employers to provide verification documents.

The new amendment resolves a long-standing issue:

If an employer cannot provide the required certificate because the company no longer exists, the individual’s work period will still be counted toward preferential employment history.

In such cases, eligibility will be confirmed based on:

  • The worker’s profession,

  • Its inclusion in the Cabinet-approved list of occupations that qualify for early retirement due to harmful or difficult working conditions.

This ensures that workers are not denied early-retirement rights solely because their former workplace has ceased operations.
