Azerbaijan Imposes Fines for Illegal Gambling Participation

Baku, July 13 — Individuals caught participating in illegal gambling activities in Azerbaijan face substantial fines, according to the country’s administrative offense legislation.

Under the law, participating in a gambling game — defined as one involving bets on monetary or material gains where the outcome depends on chance — is punishable by a fine ranging from 400 to 600 AZN. Additionally, authorities may confiscate any gambling equipment, money, or property used in the game.

Gambling, in this context, includes any game of chance not authorized under national legislation. Officially regulated lotteries and licensed sports betting operations are exempt from this provision.

The government continues to tighten regulations on illegal gambling to curb unlicensed gaming and reduce the risks associated with addiction, money laundering, and unregulated financial activity.
