Azerbaijan Declares Digital Transformation a National Priority

Azerbaijan has formally designated digital transformation as a national-level strategic priority, committing to a broad reform agenda under its Digital Economy Development Strategy for 2026–2029.

The announcement was made by Azerbaijan’s Permanent Representative to the United Nations, Tofig Musayev, during a high-level UN General Assembly meeting reviewing the implementation outcomes of the World Summit on the Information Society (WSIS), Report informed.

Speaking at the session, Musayev noted that more than two decades after WSIS, digital transformation has become a critical driver of sustainable development. While digital technologies are reshaping governance, education, innovation, and communication, he said their benefits remain unevenly distributed across countries and societies.

According to the Azerbaijani envoy, universal, affordable, secure, and meaningful digital connectivity forms the foundation of the UN Sustainable Development Goals. He also recalled that Azerbaijan hosted the World Telecommunication Development Conference last month, underscoring the country’s growing role in global digital policy discussions.

Musayev said the 2026-2029 strategy aims to promote inclusive economic growth and build a resilient digital economy by expanding high-quality digital infrastructure, strengthening digital skills, and fostering innovation.

The Azerbaijani government, he added, has already made significant investments in broadband internet, digital public services, and innovation ecosystems. He highlighted ASAN Xidmet, Azerbaijan’s one-stop public service model, as an internationally recognized example of transparent, efficient, and citizen-centered governance.

The model, he said, demonstrates how combining digital technologies with institutional reforms can enhance inclusiveness, improve service delivery, and strengthen public trust.

Musayev also emphasized Azerbaijan’s support for regional digital connectivity through initiatives such as the Digital Silk Road, efforts to ensure the security and resilience of the Trans-Asian Information Infrastructure, and broader regional integration.

In post-conflict reconstruction efforts in the liberated territories, Azerbaijan is prioritizing inclusive growth and youth employment by developing smart and sustainable cities, digital infrastructure, green technologies, and innovation-driven ecosystems, he said.

Concluding his remarks, Musayev stressed that Baku is ready to cooperate with all UN member states and stakeholders to build an inclusive, equitable, and sustainable digital future-one that allows every country to define its own digital path and enables every individual to benefit from the information society.
