Baku, August 2025 — With the upcoming launch of the country’s first legalized casino at the Sea Breeze resort on the Nardaran coast, Azerbaijan is making a strategic move to tap into a new segment of inbound tourism: premium and gaming tourism. The goal is clear — to reverse the outflow of capital and tourists that for years has benefited neighboring countries.

According to data, roughly 17% of all casino visitors in Batumi are Azerbaijani nationals. Each year, they purchase plane tickets, book hotels, and spend heavily in restaurants and shops — all outside Azerbaijan. Whether they win or lose at the tables is secondary; what matters is the country’s loss in tourism revenue, job creation, and taxable economic activity.

Gaming Resorts as Economic Growth Engines

Globally, well-regulated casinos have proven to be powerful drivers of tourism and investment. In Macau, gaming revenues surpass $28 billion annually, making up nearly 40% of its GDP. From Singapore and Las Vegas to Northern Cyprus, entire tourism ecosystems are built around integrated resorts — combining casinos with hotels, dining, entertainment, and events.

Azerbaijan is now stepping into this arena.

A New Destination on the Global Gaming Map

Azerbaijani artist and entrepreneur Emin Agalarov recently unveiled plans for a world-class casino at Sea Breeze in a video message. He envisions it becoming the fifth global hotspot for gaming enthusiasts — joining the ranks of Macau, Monaco, Las Vegas, and Northern Cyprus.

By the end of 2025, at least 12 international hotel brands from the U.S., Europe, and Asia are expected to sign partnership deals. Many of these brands are already operating in Azerbaijan and will be integrated into Sea Breeze’s infrastructure. This will ensure steady tourist inflow and high hotel occupancy, even outside the traditional travel season.

These tourists are high spenders. Their presence means more revenue for restaurants, shops, and entertainment venues, more tax contributions, and more long-term investments — stimulating broad-based economic growth.

A Push for Year-Round Tourism

Unlike seasonal seaside resorts, gaming complexes attract tourists year-round — especially when paired with international conferences, poker tournaments, concerts, and festivals. This diversified tourism model brings in everyone from professional gamers and entrepreneurs to celebrities and digital elites.

Casinos are also a tool for diversification. Azerbaijan can now attract visitors from Brazil, Australia, and Latin America who once chose Monaco or Las Vegas, offering them a safer, more exotic Caspian alternative.

To ensure responsible gaming, Sea Breeze will enforce a strict 21+ age policy for casino access — in line with international standards protecting youth and vulnerable groups.

Building a Future-Ready Ecosystem

Sea Breeze is more than just a resort — it’s a 500-hectare residential, investment, and infrastructure hub along the Caspian coast, with 300 hectares already greened. Home to over 20,000 residents, the complex boasts more than 3 million square meters of completed real estate.

Its infrastructure includes residences, villas, aparthotels, schools, clinics, concert halls, beaches, water parks, amusement parks, pools, green zones, and sustainable water systems.

Environmental sustainability is a priority. In 2024 alone, over $35 million was invested in landscaping. Up to 5 million trees are planned to be planted annually, reinforcing Sea Breeze’s identity as a year-round eco-conscious resort harmonized with the surrounding landscape — a timely response to global sustainability trends.
