Azerbaijan has ranked among the 30 most corrupt countries in the world, according to the latest Corruption Perceptions Index (CPI) 2024 published by Transparency International, Azerbaijani lawyer Akram Hasanov wrote on social media.
Under the index, Azerbaijan scored 22 points out of 100, placing it 154th–157th out of 180 countries, alongside Russia, Honduras, and Lebanon. The CPI measures perceived corruption in the public sector, with higher scores indicating lower levels of corruption.
Hasanov noted that even Iran ranked higher than Azerbaijan, scoring 23 points and placing 151st–153rd in the same index.
“Being overtaken by Iran is especially painful,” Hasanov wrote, adding that while he could accept Armenia ranking higher, Azerbaijan’s position near the bottom of the list highlights a systemic problem.
For comparison, Armenia scored 47 points, sharing 63rd–64th place with Croatia — nearly 90 positions above Azerbaijan. Denmark, Finland, and Singapore topped the global ranking with scores above 80 points.
The Corruption Perceptions Index is compiled annually using surveys of experts, business leaders, and international institutions, and is widely regarded as a key benchmark for governance, transparency, and investment risk.
Analysts note that Azerbaijan’s low ranking may negatively affect foreign investment, business confidence, and institutional trust, particularly as regional competitors continue to improve their standings.
