Azerbaijan Adopts New Early Retirement Rules: Who Qualifies Under the Changes?

Baku, July 31 — Azerbaijan has introduced new amendments to the list of professions and job roles eligible for early retirement, following a decree signed by the country’s Prime Minister.

The updated regulations expand the list of workers entitled to retire before reaching the standard retirement age. Among those newly included are controllers involved in processing, crushing, transport, and sintering operations, as well as metallurgists and electrical engineers.

The changes were highlighted by Member of Parliament Vugar Bayramov, who explained the implications in a social media post.

“Following recent amendments approved by the Cabinet of Ministers, one of the most common questions we’ve received is: who now qualifies for early retirement benefits?” he wrote. “It’s important to note that eligibility extends beyond large families. Many others are covered as well.”

Early retirement rights are defined under Azerbaijan’s Law on Labor Pensions. Article 8 covers parents who raise multiple children or care for children with disabilities, while Article 9 outlines broader categories of eligibility.

Key groups now eligible for early retirement include:

  • Parents of five or more children, including adopted or orphaned children raised from a young age. Mothers in this group can retire at 59 and fathers at 60 — five years earlier than the standard age.

  • Workers in physically demanding or hazardous professions, such as mining, metallurgy, or the arts. Men with at least 12 years and 6 months of service, and women with 10 years in such roles, can also retire five years early.

  • Individuals with growth disorders, such as pituitary dwarfism or disproportional dwarfism, are entitled to retire 20 years early with a minimum of five years of insurance contributions.

  • Civil aviation workers, including pilots and flight testers, with 25 years of experience — or 20 years if retired for medical reasons — can retire 15 years early.

  • Employees of government institutions, such as the prosecutor’s office, military, and judiciary, are also eligible for early retirement depending on length of service.

Bayramov added that proposals are under review to further expand the pool of early retirees.

“With ongoing pension reforms, it’s increasingly important to factor in not only quantitative but also qualitative criteria when determining retirement age,” the MP emphasized.
