Azerbaijan’s Permanent Representative to the United Nations, Tofig Musayev, addressed the UN General Assembly’s Sixth Committee during its 80th session on the theme “Measures to Eliminate International Terrorism.”
Speaking on behalf of Azerbaijan, Ambassador Musayev highlighted his country’s consistent contribution to global counterterrorism efforts and emphasized the need for stronger international cooperation.
“Azerbaijan is an active participant in global anti-terrorism initiatives and attaches great importance to strengthening international collaboration. We believe that the fight against terrorism can only succeed through collective effort,” Musayev said.

He briefed delegates on the Baku Security Forum, established in 2023, describing it as a growing platform for dialogue among security and intelligence officials from multiple regions.
“The Baku Security Forum has already become an important venue for international cooperation, bringing together representatives from different countries to exchange views and coordinate counterterrorism strategies,” the envoy noted.
Musayev also recalled that Azerbaijan itself had long suffered from externally sponsored terrorism, with parts of its formerly occupied territories serving as “gray zones” for illegal armed groups, mercenaries, and trafficking networks.
“These territories were exploited for unlawful trade, uncontrolled arms circulation, and illicit resource extraction,” he said, warning against any form of amnesty for terrorists.
He underlined the importance of combating radicalization and hate-driven extremism through education and dialogue.
“Impunity for terrorists is unacceptable. We must educate our youth in the spirit of peace, tolerance, and mutual understanding to build resilience against radicalization,” Musayev stressed.
The ambassador reaffirmed Azerbaijan’s determination to continue its efforts against all forms of international terrorism, including through accountability mechanisms, legal cooperation, and sustained international engagement.
“Azerbaijan will remain committed to the fight against terrorism and to strengthening the legal and institutional frameworks that ensure justice and collective security,” he concluded.
