ASAN AI Hub Launched in Baku With Focus on Ethics and Innovation

The global artificial intelligence market has already exceeded $800 billion and is projected to reach several trillion dollars by 2030, senior Azerbaijani officials said at the opening of the ASAN Artificial Intelligence Center (ASAN AI Hub) in Baku.

Ulvi Mehdiyev, chairman of the State Agency for Public Service and Social Innovations under the President of Azerbaijan, said that as of 2025, an estimated 400 million people worldwide are using AI-powered solutions in various forms.

“Roughly 70 percent of international companies – and the business sector more broadly – have already integrated at least one AI-based tool into their operations,” he noted. “Artificial intelligence has become part of our way of life, whether in the economy, industry, healthcare, education, social services, or daily personal use.”

Azerbaijan Builds Ethical and Legal Framework for AI

Samir Mammadov, Deputy Minister of Digital Development and Transport, said Azerbaijan is developing a regulatory framework that will ensure AI technologies are deployed in line with ethical values and principles of responsibility.

He said the emerging legal mechanism focuses on enabling optimal AI application while safeguarding human rights and data privacy – a priority as AI becomes more embedded in government and commercial systems.

ASAN AI Hub Aims to Connect State, Private Sector, and Researchers

Mehdiyev said the AI Hub will serve as a coordinating platform for government institutions, ASAN Service centers, private-sector companies, innovation clusters, and research laboratories. Its goal, he noted, is to provide a unified ecosystem where institutions can articulate challenges and innovators can offer solutions.

“Through this platform, each organization can present its problems and needs, while startups and research centers propose AI solutions tailored to those challenges,” he said. “This system will indirectly support our economy, our scientific development, and our public administration.”

International Partnerships Announced

During the presentation of the ASAN AI Hub, memorandums of understanding were signed with Apolitical, Breakthrough Social Enterprise, and GenAI Works.

The agreements – signed by Vusal Rustamov, director of the Innovation Center under the State Agency – are expected to strengthen the hub’s integration into the global innovation ecosystem and expand opportunities for international cooperation.
