Armenia Signals Openness to Fuel Imports from Azerbaijan

Armenian Vice Prime Minister Mher Grigoryan has confirmed that the issue of exporting oil and petroleum products from Azerbaijan to Armenia was discussed during talks in Gabala with Azerbaijan’s Deputy Prime Minister Shahin Mustafayev.

According to Oxu.Az, citing Armenian media, Grigoryan said there are real opportunities for cooperation in this area.

Commenting on potential volumes of Azerbaijani fuel imports, Grigoryan stressed that further developments would depend on market mechanisms rather than state directives.

“The subsequent process related to fuel already falls within the sphere of cooperation between private exporters and importers, and the terms of possible transactions will be market-based,” he said.

Background: Gabala Meeting Overview

The discussion took place on November 28, 2025, during the 12th meeting of the State Commission on the Delimitation of the State Border between the Republic of Azerbaijan and the Republic of Armenia, and the Commission on Border Delimitation and Border Security between Armenia and Azerbaijan.

The meeting was co-chaired by Shahin Mustafayev and Mher Grigoryan and was held in the Azerbaijani city of Gabala, which both sides noted positively as hosting the talks on the territory of one of the parties.

During the session, the sides reaffirmed an agreement reached at the 11th meeting on January 16, 2025, to begin comprehensive border delimitation works starting from the northern section – from the junction point of the borders of Azerbaijan, Armenia, and Georgia – and to proceed southward to the border with Iran.

Participants conducted a detailed exchange of views on organizational and technical issues related to the delimitation process and discussed draft instructions governing how the work will be carried out.

In addition, Mustafayev and Grigoryan held a separate exchange of views on issues of mutual interest, including economic cooperation. The sides agreed to determine the date of the next meeting in one of Armenia’s cities through working-level channels.
