President Ilham Aliyev’s decision not to attend the CIS summit in St. Petersburg was a deliberate political signal to Moscow, Azerbaijani political analyst Eldar Namazov said.
Speaking on the News of the Caucasus YouTube channel, Namazov linked the move to Russia’s failure to fully investigate the downing of an Azerbaijan Airlines (AZAL) aircraft and to broader concerns over bilateral relations.

“This was not a protocol issue. It was a message about red lines,” Namazov said. “Azerbaijan will not quietly tolerate actions that undermine its national interests.”
According to him, nearly a year after the incident, there has been no meaningful progress on accountability or compensation, while cooperation with the international investigation remains limited.
Namazov described Aliyev’s absence as a calibrated diplomatic response, signaling that Baku expects concrete actions rather than symbolic gestures.
