Alexander Iskandaryan: “No War, But Not Peace”

Director of the Caucasus Institute Alexander Iskandaryan says the current situation between Armenia and Azerbaijan should be described as “no war,” rather than peace.

In an interview with Armenia Today, Iskandaryan argued that even the signing of a peace document would not automatically guarantee long-term stability.

He noted that compared to 2022 and 2023, the risk of military escalation has declined, with fewer incidents and a lower level of tension along the border.

At the same time, Iskandaryan warned that the absence of fighting does not mean that structural problems have been resolved. According to him, similar “no war, no peace” situations in other regions have lasted for decades.

He also said that geopolitical developments beyond the South Caucasus – including broader international conflicts – continue to influence regional stability.
