Since the introduction of Azerbaijan’s new foster care model, the Social Services Agency under the Ministry of Labor and Social Protection has placed 53 children (21 boys and 32 girls) into foster families.
According to Report, of these children, 27 are under the age of six, 21 are between 7 and 13 years old, and five are between 14 and 18.
Currently, 29 of the children live in Baku, while 24 are with families in the regions, including Agjabadi (1), Bilasuvar (1), Jalilabad (1), Ganja (3), Goychay (1), Goygol (3), Khachmaz (2), Lankaran (4), Shamakhi (1), Sheki (1), Shamkir (4), Zagatala (1), and Astara (1).
The foster care model, widely used internationally, was introduced in Azerbaijan in 2023 as part of reforms to expand family-based care for children.
